well liquid masking can be put on by brush and it like a liquid that when dries, you can cut it in different shapes using an Xacto knife. For decals you just peel them off and put them on the outside after you have taken the protective film over it

If you use the LMF, just be sure to put on several coats. Otherwise it won't peel off properly. If you use an airbrush, I just recently learned that you should thin it about 2:1.

That depends on if you want it faded or a diffrent color. If you want it faded start with the one color then fade into another one. If you want an outline just cut out the outline and spray the paint. Sorry I know that doesn't really make sense but i can't think of a better way to explain it.

Ok cut out the outline that your gonna do in white. then spray the outline white. Then use a hair dryer to dry the paint then peel the flames out and paint the lighter blue then the darker blue. Practicing fading on a 2 liter cut in half first though so you get used to fading. I hope this makes sense. And the yes was to the question you asked about if you lay the darker colors first. I'll post a pic of a truck I did that was silver with flames that fade from light blue to dark blue.
