Just got a basic Futaba 4YF Tx and after charging battery both the red light and green light are on when it is turned on. Almost seems like the red (battery low) light shouldn't light up as well as the green. Does this seem right?

You could leave it on for a period of time and see if the red light started blinking when the batteries were getting low. This might take a while if they are in good condition. Don't forget to do a range check before trying to fly a plane for the first time.
