Is it possible to connect a plus DC voltage to a supply input and a signal input on a Servo and expected to move

Oh, I suppose. But I'd say your HOA rules are awfully strict.

If you are talking about using a power supply instead of a battery, yes you can do that. Just be careful that the power supply output does not exceed the servo input voltage limit.
