Default puzzling reciever issue

ok i will try to explain this clearly.
I have a JR R600 reciever on channel 20. I also have a polk tracker on channel 20 and on pos shift (for JR). They DO NOT work together, the reciever acts as though there is no transmitter.
I also have a JR 631 on channel 20. The JR radio and R600 reciever WORKS FINE.
Now to make it more complicated.
If I put a channel 44 cyrstal in the R600, the tracker radio works FINE and no problem.
Now to make sure the problem wasn't with the channel 20 cyrstal i put it in a JR R700 reciever. The tracker worked FINE with the R700 and channel 20 crystal.
BUT the tracker radio still WILL NOT work with the channel 20 crystal and JR 600 reciever although it works fine with the channel 20 crystal in the other reciever.
Remember the JR 631 works FINE with the 20 cyrstal and R600 reciever
What the heck is going on[&:][&:][:-]
