PLEASE HELP ME with my jr racing XS3 remote

Doesnt sound like a programming thing to me, sounds likr a servo issue or a bad pot in the steering wheel in your transmitter

thats what the rc shop said right off the bat and tried to sell me a new remote. the remote worked perfect until i cleared all settings so i dont think so.

I have had servos do that. Worked fine in one direction but would not center in the other. Try reversing the servo in the transmitter settings and see what happens. Maybe that would eliminate the transmitter as the cause.

Good point - I had an almost new servo from a big name brand (futaba) that had a bad pot - it would go one direction, but not come back. They replaced the pot under warranty, now it works like a champ.
