Spot a problem?

A guy buys 2 "new" tanks and the tracks don't work. He opens them up and takes a pic.

Anyone spot any problems.

Looks like the yard boy picked up a little extra cash after hours. And I thought I could not solder. Sheesh.

A few points here:
Give the fact that these devices are SMD's (surface mount devices) there is a distinct possibility that these boards were reflow (machine) soldered.
I would be more concerned that the outgoing inspection is lacking/non-existant as there is no way that would have passed even the most meager of quality-assurance testing.
