off set wheels?

im starting to realize what offset wheels are... but i just want to clarify wat they are.

if you buy 1/2 inch offset, then it makes your wheel base 1/2 inch wider on each side?

wouldnt that affect steering? would it be better or worse?

steering would be a little less responsive, but the stability of the car would be alot better.
