Hanger 9 20cc Mustang

Hi
Can someone help?
Just in the process of setting up a H9 20cc Mustang, and the manual says to mix 3mm of up elevator with full down flaps. Is this correct, as I thought it would be down elevator to stop the nose pitching up.
But I'm not sure therefore the question.

IIRC in general flaps move the center of lift AFT which causes some down nose.
