I have recently learned of this hobby and it looks amazing. Money is not a problem its just the only problem is I dont believe anyone in or near Jacksonville Florida does this hobby . Plus I'd have to buy one premade or pay someone to build it for me I lack in the engineering arts but really want to take part in this.

Au Contraire. mon ami. There are Floridian battlers (Small/Fast Gun if not Big Gun). Check out the club finder on RCnavalcombat.com. The club listed is MCWI, but I think there are IRCWCC members there as well. Might want to check out the IRCWCC group on Yahoo or the IRCWCC site. Take a look at [link=http://www.rcnavalcombat.com]RC Naval Combat[/link]. There are some people on the forum there who can help you get in contact with the battlers in Florida. RC Naval Combat also has some information on the different club types and a decent photo gallery. Wreno has some good links, too.
