when i take the engine out and pull the pullstart should the clutch bell spin

No, you probably have a busted clutch spring. What car or truck do you have by the way?

tornado bb and if i hold the clutch bell pull the pullstart it will stay still but if i hold the engine in my hand and pull the pull start the clutch bell spins

Does the clutch bell bind if you let it spin freely? Maybe you need to add a washer. If the engine is already ouf of the buggy, you could always take the clutch bell off and check the clutch spring to see if it is broken, or play around with the spacers.
