They are the slightly coned flat steel washers that have a rubber washer bonded to them. The same ones that came with the plane.

You can get them in several sizes here: JR Hobby Hardware

At the hole locations, install CA Hinges to the inside the cowl with CA glue. Use bonded washers outside.

Here's a graph developed by NASA that may help you visualize the relative effects of altitude. It doesn't speak of thrust, but it does give one an overall feeling of the effects.

Kick your iron up to 250 deg, it does a good job there. But keep it under 270.
