Flaps down will allow the plane to slow down, along with a nose down tendency that can be corrected with elevators.
Flaps up would probably act like spoilers and dump lift with a tendency to nose...

Old Cox .010

Denatured alcohol works fine and it's one pof the constituents of the fuel so you won't have to worry about disolving anything. Dry parts well and oil generously.
