I don't plan on flying the CP with "idle up". I just want to FLY the darn thing!

By "play" you mean it turns with great ease? Then yes, that's where the stationary parts (servo arms) control the rotating part (rotor hub). As for the bottom looking like something is missing......

See, I didn't even know there were holes in the outer shaft! I only LOOSENED the screws so the lower assembly would slip up/down. Thanks Busa!
