I can't be 100% accurate, but it looks like either a fuel drainage tube, or a fuel overflow tube.

No, that is not wrong. You should want a negative pitch at low throttle and a positive pitch above mid-throttle. To check the blades, you should see the 'leading' edge (the thicker edge of the blade)...
