The rule just passed by the AMA contest board limits the voltage to the 42V nominal just like F3A. This rule takes affect in january 2009. Current rule for AMA classes.... there is no rule...

No closing the throttle barrel all the way and trying to start doesn't make it dry. It burns off the excess fuel only...

Its not dry at all. And will fire right up if you start it immediately...
