STS D30M temperature help!

Hello my friend has an STS D30M engine and we were wondering what temperature it should be ran at. It doesn't seem to have any power until you get over 300 degrees. Any help would be great Thanks

I just want beadlock rims and the stock tires are dirt bonz and I like them. So I was hoping I could use them.

i was never asking anyone to do work for me I just wanted exhaust recommendations from people. I don't overly care about the price as long as I get something good.
