I found the answer on FCC's site after digging for quite a while. To answer my own question: Requirements are the same in any of the US's territories, as they are within the US.

I understand the FCC regulates in Guam, but are Freq's for R/C aircraft the same there as in the CONUS?

A cheaper way to go would be to buy a simulator. You can get Real Flight 3.5 for about 110 Euro at towerhobbies.com.

I had this same problem with my nexstar through the first tank and a half of fuel. If you go with the manual, you'll never get it tuned right...just take off the limiter and follow the advice above.
