Either get the hobbycity.com chargers or a MRC Superbrain 989. I have one and it comes with a power supply and all that jazz. It has worked great for me and they are not expensive either!

I was afraid to get a closer look but from what I can tell the 2 middle cells are very puffed and the 2 outer cells aren't as puffed, but slightly. I was only charging at 3 amps also...

Aren't the hardware stare voltmeters different than what I need? I figured I needed something that plugs into the balance port on the lipo and tells me the overall voltage and individual cell voltage.

Yeah that's what is happening. But the more I read up on it the more I am thinking the pack is low on voltage. I mean if it is constantly blinking the red lights, then that is draining the battery....
