Lipo Charging Problems

Im having trouble charging at full amps/1C.
Charger is a iMAX B6
50/60Hz 12V 5A Power supply. Model:FYT-09
7.4V 30C 4500mAh lipo battery

Ive set the charger to 4.5Amp, but it will not...

Just wondering is there any difference between these two ZIPPY and turnigy 2200 2S 20C batteries? Also what would be an appropriate charger for these? And im planning on running these in parrellel...
