4.6 savage issues with engine starting

Hi I have a savage 4.6. it was used like 2 years ago the last time and ran beautifully.

now i think its because of a leak. right below the line where the carb meets the engine body there is some kind of greenish oil build up

20% race fuel. and now when i try to start the engine it starts but if i try to use the transmitter and throttle it, the car throttles then bogs and cuts off very quietly.
