Yeah, I think operating within those limits could be done in safe manner. I think they were established by the AMA to help maintain our "model airplane" status with the FAA. Operating outside those...

It sounds like you have your transmitter already on when you turn on your receiver. When the light is on steady, it's linked with your transmitter. Make sure your transmitter is off BEFORE turning on...
