I Have all the english instruction's and no voltage readings to what it should be,thats why the Q

Well today we did a static couple of runs idle magic but top end rpm only saw 217000.the next run it only got 193000 rpm.
On one of another start it shut down buy it self LOW BATTERY, put on...
