Why don't you use a PSRU propeller speed reduction unit. This will allow you to use a 60cc and above engine fully incased in the cowl with no cutouts or at least minimum. Check out this fellow 534JGM...

Have you thought about a reduction drive? This will reduce the engine RPM to a safe RPM for a scale 4 blade propeller. This will also stop the blades from stalling out at maximum engine RPM.
