I said to remove the needles and spray it out. The o-rings are on the needles for that carb, so spraying it in there at that point means they never see it.

how did you clean the carb? It sat for a long time and may have some sedimient or dried oil partially clogging it. Best to remove it, remove the needles and spray the heck out of it with carb...
