Ok, don't bother about the wal wart explaination... I googled it.  Funny.  It so happens that I never throw away my "wal-warts" (new superstore chain?) when an appliance fails so I have a whole bag...

From a design standpoint, it would make more sense to make a helicopter landing pad on a ship since there is considerably less risk of landing in the water (depending on wind of course).  I suppose...

I was thinking that spray silicone may be a good option for the flag, it should preserve the colors pretty well and the water will bead right off.
