lipo cell Voltage difference.

Ii have my turnigy 5000mah 20c 4s (14.8v) hardcase lipo charging on my imax ACB6 Charger on BALANCE CHARGE.

it has had 1500mah pumped into it so far and the cell voltages are.... Cell1: 4.21v ...

So i took out the steering cable. and plugged in the throttle to the spot where the steering was..
