We used the water method to measure the amount of ethanol in gasoline. We used a 1000 cc graduated cylinder and didn't shake it much or wait an hour.  it worked very well.

There's a big difference between even the stock purpose built marine engines and the average weedeater motor.  A stock 26 cc Zenoah with a custom tuned pipe puts out close to 4 1/2 hp.  I doubt that...

Prop diameter and pitch determine the power required at a given rpm regardless of anything else.  Motor rpm is determined by Kv and voltage.  Loading the motor more will only reduce the rpm a little...
