My charger randomly fails or intermittently topping off, not topping off.
Im am now using a friends exact same charger with the same packs with absolutely no problems...

Alot of chargers read the internal resistance of the cells.
Resistance and continuity are sort of opposites, resistance is measured in ohms, conductance is measured in siemens.

If so you need to open ports 6073 and 2300 to 2400 and direct them to the box that is hosting.

My opinion is the MKII failed to detect peak.
I have A MKII that I cannot trust, especialy with NiMh.
Are you sure it started at 4.9?
Its a 4 cell pack, it should of been below 4.8.

My experience is a few 10th's is normal.
Also if you charge a pack wait 30min then charge you can usually stuff more in.
We charged a 8 cell sub c 1700mah pack yesterday and we topped it off...

When the say 3amps im assumming they mean 3 amps of current will go in on intial charge.
So that would be about 8hrs. Its allways a little longer than 1 would figure.
Using 500ma x 6hrs = 3amps

Then chart every 5-10 or so to see where the battery drops off.

My guess
Were the batteries fully charged when you tested the output voltage ?
Also were they connected to the cells?
If the cells were not fully charged then the charger was not at its highest...

I would check to see if the regulator is before switches.
I wouldent think they would be.
Also due a continuity test of all switches.
Check at all ranges on your meter to be sure they are...
