You can't use just the 2 nuts, because the hex holes in the prop will prevent you from tightening them down.

The correct way is to put things onto the shaft in this order: nut, prop, washers,...

When you charge the battery, the charger should slowly increase the voltage up to 4.235 volts per cell, and then stay at that voltage for a while. So, in your case, if the charger isn't reaching...

As mentioned, they're M2, but it happens that non-metric 4-48 is almost exactly the same thread, and is compatible. You may be able to find 4-48 nuts at a hardware store more easily than the metric...
