Most consider it a good thing to leave some fuel in the tank after flying, unless of course you don't plan on flying the model for a while or are going to store it for an extended period of time.

Guys, guys, guys, do a little more reading, as he said he's already found the problem which was a clogged up carb screen.

Gas engine are alot more sensitive to dirty fuel than their glow counterparts and as such require much finer grade filters so after you clean the carb screen and check the tank and lines for dirt...

I have a G23 which has been converted to EI and I love it. It sounds to me like there might still be some debris in the carb somewhere. Did you remove the needles during the carb's rebuild and...
