You put this INSIDE the reservior on the shaft. It keeps the shock from extending to it's normal length, or height, in these cases.

I think they are putting o-rings inside the shock to limit how much it goes up. could someone correct me if I am wrong?

Why even drill a hole if you are using brass? The set screw will crush it or dent it enough to hold it on. Just make sure the set screw is over the flat side on the shaft.
