Torque them in a criss cross pattern so that its even pressure and just a little at a time..............if you have never done it before it would be good to have someone with experience show you ;)

The brown residue is either a leaky exhaust gasket or the head screws backed out a little.............pretty much normal [:-]

That torque pipe works much better on the smaller engines .12 & .15 it helps those high RPM engines with bottom end. Actually the stock pipe on the X-c is a very good pipe for it and so is the AE...

Most tracks have practise times before races or just on the week ends. It should be wide open for you :D do some construction sites and baseball diamonds first and you might feel more comfortable...
