The fuel we use is 1/10 to 1/8 oil. If you dont clean the lines and empty the tank every time, the alchohol evaporates and leaves behind the thick gummy oil. This will clog the lines and the jet in...

It is most likely the mixture screw. It may be lean and then fall flat, or it is rich and not hitting top rpms. The shift from from 1st to second is at an earlier rpm than the shift to 3rd.

I am not sure what the problem could be with the info you supplied. Could be several things.
