Perhaps some of the draughting services suppliers has a roll feed scanner?

The other way is to skip the digitizing and CAD step and just have them photo enlarged. If you're only enlarging...

Any scan to vector conversion also works best if the original is of high quality with very fine lines. If it's a small "wallet size" 3 view with really wide lines for its size then the conversion...
