Pretty sure both Fox and Huerta say they do. Not sure if what others are saying makes a difference after they speak. And that makes perfect sense if any model aircraft is in tower controlled...

There are already hundreds, if not thousands of club already operating within 5 miles of airports. An airport does not "take on liability" when it allows a club to fly their aircraft within 5 miles....
