No I do not have a meter. I am ordering a new battery. That is the cheapest thing to do first. Do you know what the 1-8 slide switches on the back of the controller do? What does that need to be set...

By what your telling me I think the first thing is to replace the battery. I see no light and there is no noises when I plug the battery in. When I charge the battery the green charge/saturation LED...
