Yes....It needs to be wet for a cold start. For a warm start just close throttle to a fast idle and flip briskly. No choke required unless you allowed it to cool down before restarting.

Mine runs quite well out of the box with 25:1 Rd Line oil. Very little exhaust residue with the needles set just a tad on the rich side. Power output somewhere between a 30 and 35 cc two stroker....

Try hand start as follows for cold start.....Ignition off... open throttle all the way and close choke. Flip until you see fuel in line just entering carburetor. Ignition on....flip until it pops....

Not sure...look for both valves to be closed at TDC on compression stroke. Turn crankshaft by hand and observe valves. If both not closed at TDC... reverse direction of the camshaft mark.
