Bill is absolutely right. The engine and cowl eat up a TON of the airflow on the Waco, so the lower rates on the rudder (and on my Waco I found also the lower rates on my elevator) are not effective...

Here's mine with the Saito 150 in it.... and a carefully built Faux Radial with cylinders to match the Saito. Notice how the Saito valve covers replace the UMF blisters.

So....one of your first orders of business is to add some elevator to the low-rates, I'm gonna bet.....  The ailerons can take a lot of travel too.  I increased my throws and it rolled a LOT faster....
