Did not see your post. The reason for the lack of peak is not forming the battery. I suspect you are right about the bad connection.

Max charge rates for NiMh should be 1C just like BigCatfish said. The 2nd 1800 mAh pack is new. The pack must be form charged at C/10 for 14 to 16 hours then discharged at C/5 till a .9 volt drop...
