I'm sorry but I have a hard time believing that a computer P/S delivers 18 amps of current. Maybe on paper but in the real world I doubt it. Your charger draws a lot more current than a hard drive...

Acetone works well on stubborn threadlock too, just don't heat it while it's wet with acetone. You might have to apply it a couple of times but it will soften and disolve the Loctite.
