Half throttle, choke ON, Ignition OFF.

Good luck. With some engines, we have to be judicious with throttle input based upon carburetor adjustment compromises.
Some engines will accept jamming the throttle stick to 100% very quickly....

If your Moki has a CH ignition - like the one pictured in the video - then it is NOT using its internal coils to fire the plugs.
The problem is in the CH ignition.

#3 is dead. Probably a bad coil. IF this has happened more than once (same coil), at the very least you should replace the entire coil pack.
IF you have the $$$, save yourself many future headaches...

You have an ignition problem... probably the COIL that lights that cylinder.
You said you had checked all the spark plugs too... #3...
