It won't charge because your charger is trying to save you from a fireball. That battery can no longer be charged and is no good now. A Li-Po 11.1V battery should never be below 9.0V.

There is no way that I know of to get replacement gears. If money is not an issue, you could possibly get them machined, but I doubt that is worth it.
