something doesn't sound right. From my experience, if the tail is bouncing around it could be a few things. Gyro could be picking up some noise from somewhere, bad bearing, tail belt improperly...

Governor mode lets the esc try to regulate the headspeed to some degree, depending on the esc it may or may not work well. I don't know about the align esc and how well the gov mode functions on it....
