I'd suggest this is to be suspected @ 100mA. Most trickle chargers are rated C/10 of the battey in play. 100mA represents .1A apparently there is not sufficent voltage/current to cause a delta peak....

It's not the charger!!! I'll bet this is a NIMH battery? The charger is a Peak charger, the voltage peaks the charger senses this and shuts off, simple. You need to cycle NiMH several times to bring...

I tested your question with a charged two cell Li-Po and found that the battery attempted to charge for a minute or so at a very low rate (,20) and then the charger honked, buzzed and said LOW...

I've not aware of the need to form charge Lithium's... The Lithium charge parameter is controlled by the mAh capacity selected and is factory defaulted at 1C...
