Yes it will charge that pack, but it will take 2 hours or more to charge. That charger is only good for 55watts and 7 amps, which equates out to a little over 3 amp charge rate (less than 1/2C).

Replace the stock plug with a genuine NGK CM6. My GT33 was doing almost the exact same thing until I tossed the original plug. It's ran like a top ever since, not one single dead stick.
