I bought a new Futaba 7 channel reciever the other day at the local hobby shop and the antenna was almost 13 inches shorter then all my other antennas. I didn't notice until I was putting it in the plane. It ground checked ok but seemed to intermittently lose signal about 350 yds out. Do I need to send this thing in for a new antenna?

Yes, you would either need to take this back to the place of purchase, as if it was purchased new, it is defective, or if it was purchased used, you may send this into the service center to have a new antenna installed. The antenna should be at least 39 1/2" long on this FM receiver.
