Is this CA stuff tire glue, or something else? Something like [link=http://www.greathobbies.com/productinfo/?prod_id=NHP321]this[/link] for example, is this what I would use to glue my Savage tires? (n00b question, I know)

Yeah that's what you use to glue tyres to the rim. Personally i'd opt for the thin CA - it flows around the bead much more easily and will secure the tyre better.
