Ok I just got my Turbo Vee boat today and am very impressed by the build quality and workmanship. But it makes this fairly high pitched sound from the motor any time it receives a forward or reverse signal, even a slight pull on the trigger that doesn't make the motor run will cause it to make this sound. It was making this sound constantly out of the box until I trimmed out the throttle adjustment on the controller, now it's silent when it is just sitting there. None of my rc car motors have ever made this sound so I was just wondering if it was normal.

Some speed controls will make a high pitch noise at low speeds. Usually you can only hear it below about 1/4 throttle. It will sometimes make that sound when the throttle trim is too far forward as well. It just means that there is enough power going through the ESC to make the noise but not enough power to turn the motor. I'm not really sure what causes it. My guess would be that this is the noise you're hearing.

Actually this is coming from the motor itself. Even when the motor is turning it still makes this sound until it's at almost full throttle. Wierd.

Actually, the sound is your esc, not your motor. It's totally normal. It makes that noise because that's how esc's work. The noise you're hearing is the"switching" of the esc, it's what gives you proportional control, vs a mech control which is set to a certain speed.
