Mono CG question
 

I get the impression mono's should be balanced around 30% is this hard and fast or do people push it up to 40%+

My boat won't stay on the water without tabs trimmed down (porpoising) and it's suggested that a 15" boat shouldn't rely on tabs. Just checked my shaft angle it's 5.5 degrees (down) .. could this be the problem?
