Can a 3pm 2.4 radio be used with a boat fast tech brushless be o.k? thanks

The 3PM will be fine in that boat. Just remember to reverse the throttle channel before trying to run. For some reason Futaba radios need you to do this when running a ESC. The ESC will not arm with the throttle direction set to normal.
